I just received two emails about the bands (nothing conclusive).  Ms. Mojica at the CBC said the transmitter looked like "a Microwave Telemetry GPS-PTT".  

She also said that Washington State uses green bands, so forwarded my email to Dan Varland at Coastal Raptors http://www.coastalraptors.org/.

His (Dan Varland) email said:

I put green bands on bald eagles on the WA coast, but do not apply radio-transmtters so it's not my bird. If the band can be read, it's an easy matter to find out about the bird/bander, ultimately thru reporting to the USFWS website.

I believe that booni reported the sighting to the USGS, but of course there is no info (yet!) on the band number.

I sit quietly when you post your pictures, yes quiet...hard to believe!!   I am in awe of the wonderful photos that you get!!  The lighting is wonderful....and the subjects?  I miss them SOOOOOOOOOOOOOOOO much!!  Only through your lens do I get to see this fantastic couple...and HEAR them again!!
