The new Mrs Norfolk is Dad Norfolk's eaglet from 2009!! I always wondered about this...and apparently, it does happen.
I believe Dad and HE (her band letters) hatched and fledged one chick in 2015.
However, on Jan 6, 2016, tragedy struck this nest agian - HE was killed. Posts on FB report that Reese Lukei called one of the nest followers with the news and she posted:
I am heartbroken to report that tHE Missus (HE) was struck and killed this morning at the amphibious base in Norfolk. Reese just called to tell me the horrible news. They think she was struck by a truck or car. That is all I know for now.

Reese Lukei has posted on his blog about HE. About her death, he writes:
Bald eagle with purple leg band “HE” was found dead on the ground at Joint Expeditionary Base Little Creek-Fort Story on the morning of January 6, 2016. Her only injury was to her head. The cause is unknown although likely she flew into something.
He then goes on to briefly tell her story, with pictures, starting from when her egg was laid in the Norfolk nest. Read the blog post here:

Another senseless death of a Norfolk Bald Eagle.
Camellia (Cammy) was hatched March 11, 2010 in the Norfolk nest. He was banded and had a transmitter, so he was followed until his transmitter fell off in February 2015. He had to be euthanized on Saturday (May 6, 2017) after being found shot.

“The X-ray showed over 20 pieces of buckshots in the bird,” Lukei said. “The damage was so severe it wouldn’t have survived its injuries.”
“You cannot mistake a bald eagle for anything else,” he said. “For somebody to just shoot a bird is just disgusting.”
Camellia probably had a nest, Lukei said, so it affects his chicks as well.
